WHITE HOUSE, December 3, 1901

From and after January 1, 1902, each enlisted man of the Navy who holds a
certificate as a credit from the Petty Officers' School of Instruction, Navy
Training Station, Newport, R. I. shall receive two dollars per month in addition
to the pay of his rating.
